European Migration Network

The European Migration Network (EMN) is a network functioning at the European Commission, established by the EC in 2003.

European Council adopted the Council Decision on the EMN 2008/381/EC in May 14, 2008, which formed the legal basis for the EMN. With this basis it was regulated issues such as the mandate and future structure of the EMN. According to the decision the objective of the EMN shall be to meet the information needs of Community institutions and of Member States’ authorities and institutions on migration and asylum, by providing up-to-date, objective, reliable and comparable information on migration and asylum, with a view to supporting policymaking in the European Union in these areas; also provide the general public with information on these subjects.

The EMN consists of:

  • The European Commission, which coordinates the work of the network,
  • Steering Board, composed of one representative from each Member State and one representative of the Commission, assisted by two scientific experts, which leads the activities of EMN, and
  • national contact points of 26 member states (Denmark as a voluntary participant and Norway as an observer)

Estonian Academy of Security Sciences was appointed as the Estonian national contact point for communicating with the European Commission with the Government of the Republic 10 December 2009 Order No 548 “Appointing the national contact point”.
