The influx of refugees into Europe during and after the conflicts in Africa and the Middle East, and the subsequent crises, has highlighted the vulnerability of European border management and tested the resilience of EU solidarity. Illegal migration is often linked to concerns about terrorism, international crime and social unrest, although these links are not directly expressed at the same level of quantification. The resulting securitisation of migration has led to tightening border controls and surveillance measures, while raising critical questions about the ethical dimensions of human rights and security policy. In economic terms, migration remains a double-edged sword. On the one hand, it alleviates labour shortages, supports an ageing population and fosters innovation through cultural exchange and diversity. On the other hand, uncontrolled migration can strain public resources, exacerbate wage competition and fuel anti-immigration sentiment. The first Master's level micro-credential course in English, where participants were trained to fight hybrid threats, came to an end. </p> <p>All around us there are constant challenges imposed by an aggressive neighbor. Hybrid warfare is nothing more than an attempt to expand the battlefield inconspicuously, and the scope of hybrid warfare is sure to expand. That's why Estonian Academy of Security Sciences decided to develop a course together with partners, the completion of which will help identify hybrid threats and take steps against them. </p> <p>Estonia was the leading partner in this project and it is a unique study from the point of view of the entire European Union. No other university in Europe and beyond has a similar curriculum. </p> <p>A total of 25 students from nine countries - Estonia, Latvia, Lithuania, Sweden, Poland, Croatia, Portugal, Hungary and Spain - completed 21 ECTS-compliant international micro-credential course in countering hybrid threats. The course was made possible thanks to EU funding from Erasmus Mundus large-scale higher education projects. </p> <p>The course program and study materials were developed by the staff-managers, professors, lecturers and lecturers of our Academy's Institute of Internal Security, the Academy of Public Security of Mykolas Romeris University in Lithuania and the Police Academy of the Croatian Ministry of the Interior. The geographical coverage was also good, because just as we have our own experiences of hybrid warfare, so do the Croatians. </p> <p>The course started on August 30 with e-lectures. In addition to Mykolas Romeris University lecturers, lecturers from the USA, Australia and Norway were also involved in the lectures of the first module. The lectures of the second module and the evaluation of the entire course took place at Estonian Academy . </p> <p>Given the current security political situation and challenges, taking the initiative in combating hybrid threats is as important as buying ammunition. Working under it has been a paradigmatic change - the focus is on deterring threats rather than punishing people. Punishment is still there, but it is no longer primary. Renowned scholars and experts presented diverse perspectives on the issue.</strong></p> <p>In his opening speech, Rector Kuno Tammearu emphasized that financial crime is on the rise globally, and combating it requires strong cooperation between countries and across various sectors. "I am pleased that this conference has brought together experts from around the world, allowing us to collectively reflect on the threats and solutions related to financial crime," said Tammearu.</p> <p>The first day of the conference focused on international lessons and innovations in the fight against financial crime. Participants stressed the importance of curbing fraud and illegal financial flows—an undoubtedly challenging task in a globalized world but not an impossible one. Speakers highlighted the critical role of international cooperation, technology, and data analysis in this fight. Strengthening legal frameworks and improving regulations are also essential to ensure a more effective and just response to money laundering and corruption.</p> <p>"Legislation alone is not enough to combat money laundering—independent authorities with the courage to act, even when corruption networks reach the highest levels of government, are also needed," emphasized Professor Liz Dávid-Barrett from the University of Sussex in her presentation on high-level financial crime and state capture.</p> <p>The second day centered on practical solutions for combating financial crime. Presentations provided specific ideas and tools valuable for both governmental institutions and private sector organizations. The role of the third sector and civil society in fighting financial crime was also highlighted—an area that requires further attention in Estonia. Key topics of the day included cooperation, technological solutions, and international initiatives that offer innovative ways to detect and prevent financial crimes. The current system falls short in ensuring that trade is documented, legal, and sustainable, with potential consequences for the survival of the species involved.</p> <p>The first proposal of the team is to create a database of all trade—legal or illegal—of all species, regardless of their inclusion in specific regulations such as CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora). Currently any species not listed is not registered by EU countries and there is no information vital to ensure the trade is traced to its origins. The second proposal is the establishment of a regulation in the EU akin to the Lacey Act in the United States which establishes that if the capture or export of a species was illegal in the country of origin, it is illegal in the US. Finally, the third proposal is demanding the presentation of evidence supporting the sustainability of trade practices.</p> <p>The article was prepared within the framework of the GLITSS project (Globalization, Illicit Trade, Sustainability and Security), a networking project of COST (European Cooperation in Science and Technology). The team led by Pedro Cardoso from Lisbon University made a significant contribution to the article during a workshop held in Lisbon in October 2023. In addition to Professor Indrek Saar, the authors of the article include scientists from Portugal, the United Kingdom, Finland, Lithuania, Albania, the United States, Brazil, and Australia.</p> <p>Science is one of the oldest and most influential scientific journals in the world, first published in 1880. Until the year 2023, the journal was known as Proceedings of Estonian Academy of Security Sciences. The journal is a peer-reviewed  academic journal, that since the year 2024 appears twice a year. So far the journal has been published once a year. Security Spectrum does not charge a publication fee. </p> <p>The 24th issue will be published at the end of 2024 and focuses on the emerging large-scale security challenges and difficulties posed by migration, and explores the links between migration and internal security.
