The international Master’s programme in Countering Hybrid Threats, jointly delivered by the Estonian Academy of Security Sciences (EASS) and Mykolas Romeris University (MRU), equips you with the knowledge and skills to understand, analyse and respond to today’s most pressing security challenges. The programme welcomes applicants from diverse academic and professional backgrounds who are interested in understanding and addressing today’s complex security challenges. It is particularly suitable for recent graduates and young professionals in social sciences, law, policing, international relations and cybersecurity; mid-career practitioners working in law enforcement, the military, government or private security; academics and researchers in security-related fields; as well as individuals seeking careers within European Union and NATO security frameworks. Study Format
The programme is delivered primarily online, providing the flexibility to combine studies with professional and personal commitments. During the final semester, students will participate in a one-week onsite study period in Tallinn and Narva, Estonia, offering valuable opportunities for networking, collaboration and hands-on learning.
This is a tuition-based programme. The tuition fee is €101 per ECTS credit.
Curriculum
The programme offers a comprehensive understanding of hybrid threats, combining perspectives from security policy, law, geopolitics, crisis communication, cybersecurity and resilience-building.
Designed for professionals and future leaders, the curriculum combines academic knowledge with practical application, equipping students to analyse complex security challenges, develop effective countermeasures and make strategic decisions in rapidly changing environments.
With a strong focus on research and evidence-based decision-making, students develop advanced skills in research methodology and data analysis while contributing new knowledge to the field through their Master's thesis.
Admission
The admission requiremets for Countering Hybrid Threats are:
- bachelor's degree or an equivalent qualification;
- English language proficiency at B2 level or higher;
- two years of professional work experience in internal security or a related field.
Please note that citizens of Russia, Belarus, and countries included in the Estonian Financial Intelligence Unit's list of high-risk jurisdictions are not eligible to apply.
To apply, submit your application and the required supporting documents through the application system. Applicants are also required to pay a non-refundable application fee of €100. For citizens of Estonia and Lithuania who have obtained their higher education qualification in Estonia or Lithuania, the application fee is €20.

As part of the application, candidates must submit a motivation letter explaining their interest in the programme, relevant academic and professional background, and how the studies align with their future career goals.
Interview
Applicants who meet the admission requirements will be invited to an interview. The interview is designed to assess the candidate's motivation, suitability for the programme, and ability to succeed in an international learning environment.
