General Aims
The development of a Curriculum on Tackling Hybrid Threats, has the following general objectives:
- To promote the highest opportunities for co-operation in research, education and interoperability to combat hybrid threats and their consequences through common training standards.
- To be a pioneer in the development of academic competence in the field of hybrid threats with a view to the European Union.
- To protect and promote the field of internal security as a whole.
- To provide officials deployed in the European internal security area with a broad knowledge for professional decision-making in a hybrid context, equipping them with the skills and competences acquired to analyze and solve problems through up-to-date training.
- To transfer evidence-based knowledge developed in formal academic and disciplinary structures by providing a stimulating and innovative environment for teaching, learning and research.
- To enable current and future leaders in the field of EU internal security use practices and theory in tackling hybrid threats and to encourage further development in this field.

CURRICULUM ON TACKLING HYBRID
THREATS FOR EUROPEAN MASTERS
COURSE
SO1: Curriculum of 60 ECTS Joint MA programme at EQF level 7 for 1 academic year in English.
It combines political sciences, sociology, economy, criminal law, criminology, leadership and management in relation to hybrid threats, cyberattacks, information warfare and information disorder, internal and border security, EU common security- and defence policy (CSDP), etc covering thus the whole spectrum of EU internal security.
The Programme aims to educate students as strategic thinkers and future leaders, able to comprehend and cope with challenges and controversies in law enforcement and border management in the light of EU policy and societal contexts. 1 ECTS credit reflects 26 hours of student learning activity directly related to the Program outcomes. It is delivered over four (4) Stages. Each Stage represents one semester of full-time study, carrying 10 ECTS credits. After each module, students will write an Essay (5 ECTS) under supervision of academic staff members.
The Program is characterised by international mobility, and it consists of two semesters of taught modules. Joint Curriculum will promote inter-connected higher education systems.
SO2: EASS will organise two 1-week long training on hybrid threats for all Project Partners' academic staff members who are involved in Curriculum development and scientific research (WP2).
First training will take place online and is dedicated to “Hybrid threats and models of their appearance“, 7-11 November 2022, in EASS Tallinn, Kase 61, Estonia. Lecturers from US, Canada, EU agencies, bodies and end-users will explain their insight to hybrid threats.

Background:Estonian Academy of Security Sciences (EASS) in cooperation with Mykolas Romeris University (MRU) Lithuania and Police Academy of the Ministry of the Interior of Croatia submitted Erasmus+ application for the development of an international Master level Curriculum on Tackling Hybrid Threats. Project HYBRIDC is a
3 years project that starts with the general training on hybrid threats and the models of their appearance in Autumn 2022.Target audience of this training is academic staff members and researchers who will develop curriculum, but also representatives of EU agencies, bodies, ministries, members of parliaments, end-users-law enforcement and
other internal security autorities, representatives of private sector and entrepreneurs. Training will be carried out by professors and globally recognized subject matter experts on-site in Tallinn and online.
Main aims of this training will be:
1. To provide up-to-date knowledge about hybrid threats and the models of their appearance.
2. Facilitate the selection of topics that are relevant to the development of Masters’ level Curriculum on Tackling Hybrid Threats.
3. Contribute to the selection of topics for research that should support the Curriculum development.
4. Identify end-user (EU and 3rd countries’ internal security, law enforcement) authorities’ needs that would be taken into consideration during Curriculum development.
5. Raise awareness of wider audience, including political level, entrepreneurs and private sector on hybrid threats and related problems.
Subject matter experts/lecturers will explain the definition of hybrid threats and signs of its’ appearance; bring examples of good practices on how to ensure prevention, readiness, resilience and sustainability in society in case of hybrid attack; explain distinction between hybrid threats and hybrid warfare as weaponization of everything that includes and affects the whole society and all its sectors, with the aim of creating chaos.

- Hybrid threats and hybrid warfare. Definitions and wider interpretations. EU and global definitions of hybrid threats.
- Influence of hybrid threats to internal security, economy and international relations.
- EU policies and concepts addressing hybrid threats.
- Common response to hybrid threats. Signs of hybrid warfare.
- Russian lawfare.
- Russia's wider concept of „hybrid war“.
- Information advocacy activities as fake news, disinformation campaigns and other related activities.
- Global Knowledge Warfare: the impact of strategic narratives produced by Russia, China, and the United States on changing security environment.
- Conspiracy theories.
- Russian Trolls and fake news as security threat.
- Situational awareness and role of intelligence in situational awareness.
- Cyber security, cyber attacks, mitigation of risks and cyber incidents management including in relation to the recovery of essential systems.

HYBRIDC products: Curriculum and study materials
HYBRIDC has successfully demonstrated its necessity and effectiveness. It has achieved all objectives: to develop a 60 ECTS, accredited master's curriculum, 6 A4 pages of study materials and methodology (WP3), and create a micro-credential course (WP3). The project has remarkably exceeded expectations.The micro-credential course development progressed from planning to practical implementation by the consortium partners, showcasing excellent execution.
