Local cooperation

Cooperation is the closest with the Police and Border Guard Board and its structural units. Upon conducting training sessions for officials, we cooperate with all organisations of the area of internal security.

During their studies, our students participate in several police work related activities, such as searching for missing persons, conducting police operations and providing safety at major events. In the beginning of each school year, our cadets provide traffic safety at zebra crossings; they also participate in events focusing on the importance of wearing a reflector.

Every year, schools and kindergartens visit the College. The children and teachers are given an overview of the learning conditions and training. In addition to that, cadets also participate in different prevention-related events held at kindergartens and schools. The main topics there are traffic safety and law-obedience.

Cooperation with schools for general education is also carried out in terms of preliminary internal security related training. Police and border guard related knowledge can already be acquired while still in upper secondary school. Participating in preliminary internal security related training is an advantage when applying for a student place at the College.

 

International Cooperation

The Police and Border Guard College of the Estonian Academy of Security Sciences (PBGC) is a member of the cooperation networks of the European Union Agency for Law Enforcement Training (CEPOL) and the European Agency for the Operational Cooperation on the External Borders of the European Union (FRONTEX). As a result of this cooperation, there is Estonian CEPOL network, which members are the Police and Border Guard Board, Estonian Internal Security Service, Tax and Customs Board, Estonian Forensic Science Institute, Prosecutor’s Office, Ministry of the Interior, IT and Development Centre at the Ministry of the Interior, Department of Prisons of the Ministry of Justice, Explosive Ordnance Disposal Centre of the Rescue Board and the Environmental Inspectorate. The PBGC is an active member of the network of FRONTEX partner academies.

The PBGC also organises and coordinates the CEPOL and FRONTEX exchange programmes for the officials of the area of internal security.

The Estonian Academy of Security Sciences is a consortium partner in conducting the learning activities in the framework of CEPOL European Joint Master’s Programme “Policing in Europe”, and an associated consortium partner in conducting the learning activities in the framework of FRONTEX European Joint Master’s programme “European Joint Master in Strategic Border Management”.  Lecturers of the PBGC conduct learning activities in the CEPOL’s Master’s programme, and in addition to conducting learning activities in the FRONTEX Master’s programme, some modules are conducted in Estonia.

OSCE/ODJHR cooperation is conducted in the framework of carrying out training sessions focusing on preventing and solving hate crimes. Cooperation with eu-Lisa is carried out in the framework of European Union SIS II, VIS; EURODAC, SIRENE and Schengen IT systems related trainings.

Since 2010 there has been a student exchange programme carried out in the course of an elective subject called “International Police Cooperation”. The subject is taught both for vocational and professional higher education students. Our cadets welcome foreign students at the College and also have an opportunity to participate in a one-week study visit abroad.

In the framework of the Erasmus programme, the professional higher education students can study or carry our their internships abroad.
